News1 reported on the 12th that the Kimhae Seobu Police Station in South Gyeongsang Province arrested Mr. A (55, male) on charges of violating the minor offense punishment law and recently handed him over to the prosecution without detention.

According to the media, Mr. A is accused of writing profanity along with the names of the presidential couple on a two-lane road in Jinlye-myeon, Kimhae City, from July to September.

The first discovery of Mr. A’s graffiti was on July 31st.

Chosun IlboAccording to the report, a village resident who saw graffiti written in red lacquer (spray paint) in the middle of the road, such as ‘Yoon Seok-yeol dog XX’, ‘Kim Gun-hee XXX’, reported this to the nearby community center.

After similar graffiti was further discovered about 500m (about 0.3 miles) away from the first discovery site on August 21st, the community center reported it to the police.

The police, who received the report, found another derogatory post about 1km (about 0.6 miles) from the first graffiti site on August 24th.

The police, seeing the use of red lacquer and handwriting, judged it to be a crime committed by the same person and embarked on a criminal chase.

However, there were no CCTV cameras illuminating the scene near the location where the graffiti was found, and no witnesses, making the investigation difficult. The crime was also committed at night, making it difficult to catch the culprit.

The police checked each CCTV in the area and identified the motorcycles and cars that had been around the scene. During this process, the police, who noticed the light of a motorcycle captured on a CCTV installed about 1km (about 0.6 miles) away from the crime scene, carried out a stakeout investigation at the location.

Then, realizing that the owner of the motorcycle was Mr. A, they arrested him.

Mr. A, who was arrested by the police, admitted to the crime during the investigation, according to

Mr. A, who lives near the crime scene, told the police that he committed such an act out of dissatisfaction with issues such as the release of contaminated water from Fukushima, Japan. He also chose the road on the bridge where cars and people often pass by as the crime scene.

A police official told News1, “As a result of stakeout investigations around the scene, we arrested (Mr. A) and obtained a confession after about two months.”

He added, “We believe that Mr. A committed the crime out of dissatisfaction with society and handed him over to the prosecution without detention.”

Meanwhile, according to Article 3 of the Minor Offense Punishment Act, a person who writes or draws on another person’s house, artificial structure, car, or other signs, or who defaces or damages such signs, may be punished with a fine of up to 100,000 won (about $85), detention, or a summary order.
