China’s Annual Policy Blueprint Puts Food Security at the Forefront

The Central Committee of the Communist Party of China and the State Council have adopted the 3 Agriculture (Agriculture, Rural Areas, Farmers) tasks emphasizing rural development as the Central No. 1 Document. With this, China has selected 3 Agriculture as the Central No. 1 Document for 21 years. This year, they have revealed their will to solve food security as the top priority policy, as difficulties are expected to increase in the global food supply network due to geopolitical conflicts and trade protectionism.

On the 4th, China’s state-run Xinhua News Agency reported that the Communist Party of China and the State Council had released the Central No. 1 Document the prior day that contains measures to promote rural development projects more effectively and with greater emphasis.

The No. 1 Document, announced every early year, signifies the major national tasks of the Communist Party of China will be prioritized throughout the year. Since 2004, the No. 1 Document dealing with 3 Agriculture issues has continued for 21 years.

This document contains “two guarantees” to ensure national food security and prevent large-scale poverty and ‘three improvements’ to improve rural industrial development, construction, and governance. In particular, the document emphasized that the rural development project should be promoted by utilizing the experience of the Thousand Village Demonstration and Ten Thousand Village Improvement process. Ten Thousand Project is a rural development project promoted when Xi Jinping, the President of China, worked as the party secretary of Jangseong Province in 2003. The goal at that period was to completely remodel 10,000 out of 40,000 villages in Jangseong Province over five years and make 1,000 key villages into Xiaokang (middle-class) model villages. The reason for bringing this up again this year is interpreted as an action to add the idolization of President Xi to rural development.

The Chinese government has announced plans to advance agricultural science and technology, initiate rural reforms, and improve farmers’ incomes. A researcher at the Rural Development Research Institute of the Chinese Academy of Social Sciences, Li Guoxiang, pointed out that this year’s No.1 Document highlights the government’s commitment to accelerate rural development and address the needs of farmers. Furthermore, it demonstrates the government’s emphasis on the modernization of agriculture, rural development, and the welfare of farmers.
