The Korean Central News Agency announced on the 22nd that Pyongyang will host the 10th session of the 14th Supreme People’s Assembly on January 15, 2024, to discuss matters like the New Year’s budget. The session is expected to deeply explore the detailed budget, aligning it with the business direction for the upcoming year, as set out at the Central Committee of the Workers’ Party’s year-end full meeting.

According to the agency, the Standing Committee of the Supreme People’s Assembly, which met the day before, unanimously adopted the decision to convene the 10th session. The Standing Committee of the Supreme People’s Assembly included Chairman Choe Ryong Hae, Vice-Chairmen Kang Yun Suk and Kim Ho Chul, and Secretary Ko Gil Sun. The fundamental elements of the draft Education Sponsorship Act and the People’s Group Organization Act were also presented.

The agency reported, “The Education Sponsorship Act regulates the legal requirements to establish a sponsorship system and order in the education sector and to establish a social atmosphere that actively supports education projects throughout the country.” The People’s Group Organization Act specifically addresses issues related to transforming the people’s group into a harmonious family, suggesting it may include policies to increase control over residents.

Traditionally convened annually, the Supreme People’s Assembly has recently started meeting twice a year. This year, the assembly adopted the budget during its 8th session in January. At the 9th session in September, Kim Jong Un attended and gave a speech, and the nuclear force policy was specified in the constitution.
