National Security Office Takes Strong Action Against North Korean Cyber Threats

On the 1st, the Office of National Security announced the ‘National Cybersecurity Strategy,’ which outlines the direction of the Yoon Suk Yeol government’s cyber strategy.

The National Cybersecurity Strategy, jointly prepared by the Office of National Security, National Intelligence Service, Ministry of Foreign Affairs, Ministry of National Defense, Ministry of Science and ICT, and the National Police Agency, includes measures to strengthen preemptive identification capabilities in response to North Korea’s cyber threats.

The Office of National Security stated, “It was established as the top guideline in the field of cyber security, presenting the direction of the national cyber strategy, reflecting the changed security environment and national policy direction.”

The Yoon Suk Yeol government’s National Cybersecurity Strategy consists of four chapters: the background of establishment, vision and goals, strategic tasks, and implementation plans. It includes methods to implement the government’s diplomatic security field’s national philosophy, such as △protecting the values of liberal democracy △realizing a global hub nation △protecting the order based on law and norms.

In particular, the National Cybersecurity Strategy sets the vision as a global hub nation that fulfills international roles and responsibilities while protecting the values of freedom, human rights, and the rule of law in cyberspace. The Office of National Security explained that it is in line with the direction of the National Security Strategy of the Yoon Suk Yeol government announced last June.

The National Cybersecurity Strategy presents policies and response measures to North Korea’s cyber threats.

It also includes a proactive and comprehensive approach to pre-emptively identify and respond to cyber threats, moving away from the existing defense-centric response, and measures to strengthen the capacity to respond to this.

Plans to strengthen global cyber cooperation and establish a rapid response system to cyber disruptions are also included.

The Office of National Security stated, “With the establishment of a cybersecurity strategy, the government will do its utmost to further strengthen the national cybersecurity capabilities and protect the people more safely.”
